MTA NYC Transit staff (over 40K) had only the haziest idea how the materiel function operated, and this opacity discouraged responsibility in forecasting usage of spare parts.  This special publication performed wonders in raising the veil.

What is meant by the lowest bid from a responsible and responsive vendor?  Are the imaginative ways of considering other factors than price?  How much lead time is involved in procuring X worth of widgets for which there is a competitive procurement process?  What does this mean for the requisite level of safety stock?  The Procurement Guide provided answers to questions that 40K staff didn't even know how to ask.

If corporate IT evolves in fits and starts compared with the dynamism of consumer tech, governmental IT moves at a snail's pace.  Ad hoc email newsletters sufficed to keep staff abreast of the changes.

When wireless finally arrived at the housing agency, an in-your-face poster was the best way to announce the news.

Inside Public Housing tells the story of the NYC projects and its residents.

While stacking poor people in towers has nowhere proved an ideal housing solution, New York's situation has become more dire due to a number of factors.  Public housing across the nation has depended upon federal subsidies to close the gap between affordable rents and upkeep cost, but these have been reduced dramatically since the 1980s.  Meanwhile, many NYC buildings are now past their useful life.  Managerial issues have also proved harmful. 

 

To motivate staff in trying circumstances, Project Lives was leveraged in various ways, including this introduction for new employees -- a collaboration with my nonprofit, Seeing for Ourselves.

What do brand-new NYCHA staff need to know?   There are many roles at the agency, an every one is critical.  Working together gets the job done.  And you don't just work for your boss; you work for your colleagues and customers as well.  There are big challenges -- and equally big solutions to develop.
